Borrowing

Our material is included on Newcat the online catalogue of the University of Newcastle.
Our standard loan conditions allow a maximum of six (6) items for four (4) weeks. Journals and reference material are generally not for loan.  Material can be renewed once, for a further four weeks, unless another borrower has placed a hold.  For those members disadvantaged by distance, Library staff will send material via internal or external mail. However, to avoid fines, members should allow at least three days transit time for returns. 
It is important to include an email address on your membership form so that a courtesy reminder notice can be sent two days before the date due.  This is computer generated by the Circulation Management system and should not be replied to.  Any inquiries should be directed to

Fines

Fines for late returns are charged at $2 for the first day and 50 cents per day thereafter per item.  Once an item is five days late, a first overdue notice is automatically generated and sent to your nominated email address.  This notice lists the rates for fines with a total amount calculated when items are returned.  If the overdue period exceeds 14 days, an actual bill is generated itemising the replacement cost(s) and a processing fee of $20 per item.  Borrowing privileges are then automatically blocked until payment is made.

[Cash transactions are the accepted means of payment as we do not have EFTPOS or credit card facilities.]

When material is returned, the replacement cost is deducted but the processing fee is non-refundable.  The Library must also be reimbursed for lost or damaged material and charges will be based on the current replacement price plus the $20 processing fee per item. 

Any outstanding amounts will be forwarded to Accounts Payable to process an official HNE Health Tax Invoice.

 

Renewals

Can be made in person, by telephone, or email.  However, they must be requested before or on the date due.
(At this stage, online renewals are not possible)

Returns

Members disadvantaged by distance can return material via internal or external mail, but please use a padded mail bag to protect the contents, and allow at least three days transit time before the date due, to avoid fines. Certified or Registered mail is preferred if using Australia Post.  Our material may be returned to the Gardiner Library at John Hunter Hospital, but not to the University of Newcastle, otherwise fines may be incurred.

Unfortunately we do not have an After Hours Return facility as yet, but hopefully by 2010 it will have been installed.  Stay tuned for the exact location!

Reciprocal borrowing rights

A reciprocal relationship has been established between The Mater Library and the
University of Newcastle Libraries (Auchmuty and Huxley branches). This arrangement allows our registered Library members to visit these libraries and borrow certain resources using their HNE Health Library card.  However, you will need to comply with their specific terms and conditions. Any material borrowed from these service points needs to be returned to the exact location, not The Mater or Gardiner libraries, otherwise the delay in transit will accrue fines.

If you are unable to visit the above locations to borrow, we can obtain items on Interlibrary Loan for you (fee based, cost recovery service).

Interlibrary Loans/Document Delivery

If an item you require is not held at The Mater Library, we can request it from another source in Australia or overseas.  You will need to complete an Interlibrary Loan form for each item in order to comply with copyright legislation.  Hunter New England Mental Health staff will need to organise signed approval by their Cost Centre Manager if this is work related; personal payments can be made on collection of the item, or Tax Invoices can  be forwarded.

Database Literature searches

Access to the CIAP (Clinical Information Access Project) suite of databases is an initiative of NSW Health and “…aims to provide equity of access to critical clinical information via the Intranet and Internet for doctors, nurses, and allied health professionals of the NSW public health system.  It delivers decision-support information through knowledge databases, local policies, procedures, protocols, and clinical practice guidelines, with links to clinical web sites world wide.” 

You have the choice of performing your own searches or contracting Library staff, who have access to additional resources.  While we certainly accept such requests by telephone or fax, in-depth discussion is invariably necessary to ensure accurate search results.

Charges       $40/hour (+ GST)

CIAP training

Instruction in the use of this diverse suite of databases and online resources can be arranged on an individual or group basis in our Training Room. The Library Manager will also conduct training within HNE Health units, where distance and travel permit.

If you experience problems while conducting your own searching, please do not hesitate to telephone the Library for help.

(Please note that the conditions of the CIAP licence do not allow training for professionals in private practice, or Government departments other than Health)

Information skills training

While CIAP training is essential in supporting evidence-based clinical practice, other skills can prove useful in finding information. Instruction in the search techniques of NewCat, Libraries Australia, and various internet search engines, can enhance and optimise access to resources, both locally and nationally. 

Library staff can provide professional instruction in the use of these access points. 


SDIs (Selective Dissemination of Information)  

Do you need regular updates on research dealing with particular areas of interest?  Library staff can set up a structured search to be tagged for updates, and the results will be automatically emailed to you as research is published. 

Current Awareness
To help save you valuable time, we can compile a personal profile of selected titles from our print journal subscriptions.  Just select your titles of interest, and as issues arrive, we will copy and forward the contents pages.  Then, if you require articles from said titles, indicate those of interest and we can copy and send.

Contents pages of journal titles not included in our print subscriptions can also be arranged electronically through a commercial enterprise.  So if you are interested in standard titles such as Lancet, Nature, New England Journal of Medicine, Science, for example, we can organize notification to be emailed to you.  However, while coverage through this company is quite comprehensive, some titles may not be listed.

Photocopying

Cost = 20 cents per A4 page plus GST for cash transactions.  Change is available for personal payment and receipts can be provided.  Hunter New England Mental Health staff may charge their Cost Centre where authorised. 

If you are unable to visit the library, we offer a photocopying service for a fee. However, you will need to complete a Photocopy Request Form for copyright purposes.

E-Journals

A number of publishers for our print journal subscriptions allow online access, some with full text, others with only Table of Contents and/or an abstract.  Availability is often quicker than delivery of the printed issue, but not always!   We can supply registered Library members with a list of titles and their access points. However, please be aware that publishers invariably change their terms and conditions without notification.  If a link or login does not prove successful, contact the Library with full details of the problem so we can negotiate with the relevant supplier.

Private membership

Professionals in private practice are invited to apply for membership with The Mater Library on a fee based rate:

However, if this annual fee seems daunting, there are options for limited access without making this payment – provision of all services except actual borrowing.  Scheduled fees will, of course, still apply. 

Tax Invoices will be organized on a monthly basis.

Future ventures

Merger process

In January 2005 the previous Hunter, New England, and Lower Mid North Coast Area Health Services combined to form the Hunter New England Area Health Service (HNEAHS).  Based on the formal process of the Merger Register handed down by NSW Health, most units were thus required to adjust their operational practices to ensure standardized services across this new geographical area.

The five health libraries involved – Armidale, Tamworth, Taree, John Hunter, and The Mater – still await their own final stage of completion.  Despite the delay, we have certainly begun various procedures to streamline the proposed HNE Health Library Service.

For example, borrowable material from the Gardiner Library Service can be sent for collection from The Mater Library, and vice versa.  Just contact us on 4033 5075 and we can arrange it.
